COSTARS is the Commonwealth of Pennsylvania's cooperative purchasing program and serves as a conduit through which registered and eligible local public procurement units (LPPUs) and state-affiliated entities (together "Members") are able to leverage contracts established by DGS to cost-effectively and efficiently identify suppliers with whom to do business.
In other words, we've pre-negotiated with the state of Pennsylvania, discounted prices for products from some of the manufacturers we work with. This means that if you're a government agency, you can request a COSTARS quote from us. Since PA has pre-negotiated the pricing, you don't have to put it out to bid, eliminating the painful bidding process!
